Well, for most of human history migration seems to have been resolved by edged weapons and then children. From that perspective, Texas (where I spend a lot of time) is a triumph, because we're skipping the edged weapon part. "Rational and informed" is a big ask! My hopes are pinned on economic opportunity and eros.
It is economic opportunities plus as the world becomes more interconnected, it has maybe become difficult ro maintain the physical walls from the 20th century.
